여러분 안녕하십니까. 주한미국대사관 대사 대리 롭 랩슨입니다.
벌레슨 사령관님, 황진하 회장님, 이 대사님, 그리고 온라인 및 오프라인으로 함께 해주신 많은 내외 귀빈 여러분! 포괄적이고 항구적인 한미동맹의 강화를 위해 헌신하는 한미우호협회 창립 30주년을 기념하는 뜻깊은 행사에 함께 할 수 있어 진심으로 영광입니다.
30년은 매우 의미있는 이정표입니다. 한미우호협회는 제가 한국에 처음 부임했을 때부터 지금까지 한국전쟁의 영웅들을 기리고, 우호 활동을 증진하며 철통 같은 우리 동맹을 기념해왔습니다.
70여년 전 전장에서 처음 꽃피운 한미 간의 우정은 이제 군사 동맹을 넘어서 경제, 기술, 문화의 힘을 원동력으로 삼고 양국이 공유하는 민주적 가치와 자유 및 법치에 대한 굳은 의지로 튼튼히 뒷받침되는 포괄적인 파트너십으로 크게 성장했습니다.
그러나 우리의 가장 강력한 유대관계는 한미우호협회처럼 위대한 기관 덕분에 아주 개인적인 차원에서도 만들어질 수 있었습니다.
지난 몇 달 동안 한미관계에는 새로운 모멘텀이 생겼습니다. 바이든 행정부는 인도 태평양 지역 동맹의 재활성화, 특히 이곳 한반도에 대한 특별한 관심을 다짐하고 있습니다. 우리는1월부터, 미국이 드디어 돌아왔으며 한미동맹과 파트너십도 돌아왔음을 보여주는 꾸준한 소통과 행동들을 목격하고 있습니다.
블링컨 장관과 오스틴 장관의 3월 방한은 이같은 동맹 재활성화 시작의 토대를 닦았고, 이는 국회 통과 시 앞으로 수년 간 한미 안보 동맹의 굳건한 기반이 될 역사적인 방위비분담금 특별협정의 가서명으로 이어졌습니다.
또 존 케리 기후 특사가 3월 방한해서 현재 진행중인 가장 중요한 대화, 즉 기후 변화 대처를 위한 우리 모두의 긴밀한 협의가 시작되었습니다.
지난 달 열린 한미정상회담은 역대 가장 생산적인 회담 중 하나였습니다. 이번 정상회담의 세부 내용을 하나씩 열거하지는 않겠습니다만, 공동성명과 부속 팩트시트에 담긴 합의와 약속, 그리고 이해 사항들은 한미 파트너십을 양자적으로, 지역적으로, 그리고 세계적으로 보다 광범위한 사안들을 아우르는 새로운 단계로 도약시킬 것입니다.
물론 이번 회담의 성과를 상징하는 하이라이트를 구체적으로 꼽자면 바이든 대통령의 백신 기부 발표 또는 한국 첨단 기술 기업들의 250억 달러 규모 대미 투자 등을 들 수 있습니다.
그러나 민주주의 수호를 위한 희생을 토대로 굳건히 세워진 한미 동맹의 강력함과, 이번 정상회담 그리고 양국 정상간의 친밀감을 잘 포착한 최고의 순간은 바로 한국전쟁 명예 훈장을 받은 랠프 퍼켓 주니어 예비역 대령 양 옆으로 무릎을 굽힌 양국 대통령이 있고, 대령의 가족들이 그 뒤에 함께 서 있는 장면입니다. 이 사진과 그것이 상징하는 바가 무엇인지는 그 어떤 말도 더 이상 필요치 않습니다.
물론, 한미 동맹과 파트너십은 기후변화와 팬데믹, 북한과 중국에 이르기까지 우리가 직면한 전례없는 도전과제들에 비춰봤을 때 그 어느때보다도 중요하다는 것을 앞으로도 계속해서 되새겨야 합니다. 즉, 이는 한미우호협회의 사명 역시 훨씬 더 중요해진다는 뜻입니다.
다시한번 창립 30주년을 맞은 한미우호협회와 회원 여러분들께 축하의 말씀을 드립니다. 한반도의 평화, 번영, 자유를 증진하기 위한 여러분의 열정과 의지에 감사드립니다. 우리는 앞으로도 30년 이상 한미 우호 관계를 지속적으로 강화하기 위해 협력할 것입니다.
마지막으로 우리의 현재를 가장 잘 보여주는, 한미정상회담 공동 성명의 한 구절을 말씀드리면서 마치도록 하겠습니다.

General Burleson, General Hwang, Ambassador Lee, and the many distinguished guests gathered today, in person and virtually – it is a privilege and honor to be invited to speak at this special event to celebrate the 30th Anniversary of the foundation of the Korea-America Friendship Society - an organization dedicated to strengthening our comprehensive and enduring Alliance!
Thirty years is a significant milestone. The Korea-America Friendship Society has been honoring the heroes of the Korean War, promoting friendship activities, and celebrating our ironclad Alliance for almost as long as I have been coming to Korea.
Although our friendship was forged on the battlefield more than 70 years ago, our relationship has flourished and grown beyond our military alliance to now encompass a comprehensive partnership driven by economic, technological, and cultural forces, and underpinned by our shared democratic values, and commitment to freedom and the rule of law.
Our strongest bonds, however, have been made on a very personal level, due in no small part to great organizations such as the Korea-America Friendship Society.
Over the past several months, there has been a new momentum injected into our bilateral relationship. The Biden Administration is devoting special care to the rejuvenation of alliances in the Indo-Pacific region and specifically here on the Peninsula. Since January, we have seen a steady stream of actions and engagements that reflect that the U.S. is back and so is the US-ROK alliance and partnership,
The joint visits by Secretary Blinken and Secretary Austin in March set the stage for this rejuvenation, which was capped by the initialing of what some would call a historic Special Measures Agreement, that when passed by the Korean National Assembly will set the security alliance on firm footing for years to come.
John Kerry our Special Envoy for Climate Change visited in March and launched what is arguably the most important dialogue we have underway, namely our close coordination along with others in the fight against climate change.
And last month, we had one of the most productive US-ROK summits in recent memory. I won’t recount the details of that summit, suffice to say that the agreements, commitments, and understandings outlined in the joint statement and accompanying fact sheet are taking this partnership to the next level across a vast spectrum of issues - bilaterally, regionally, and globally.
I could easily point to a range of specific highlights that epitomize the summit, such as the vaccine donation announcement by the President, or the $25 billion in investment in the U.S. pledged by Korean high-tech companies.
But the one moment that I think best captured the Summit, the rapport between the leaders and the strength of this alliance - that rests on a foundation of sacrifice in the defense of democracy - was the scene with Korean War medal of honor winner Ralph Puckett Jr. flanked by the two presidents, kneeling, with his family behind him. Nothing more needs to be said of that picture and what it symbolized.
Of course, what can and should be repeated, is that our alliance and partnership has never been more important given the unprecedented challenges we face ranging from Climate Change and Pandemics, to North Korea and China. Which means the work of the Korea-America Friendship Society remains all the more important!
So, let me extend congratulations again to the Korea-America Friendship Society and all its members on the 30th Anniversary of your founding. Thank you for your passion and commitment to promoting peace, prosperity, and freedom on the Korean Peninsula. I know we will continue to work together to strengthen our ties of friendship for another thirty years and beyond.
I’ll end with a line from the Summit and Joint Statement that I think captures where we are: “The United States and the Republic of Korea share a vision for a region governed by democratic norms, human rights, and the rule of law at home and abroad. We seek a partnership that continues to provide peace and prosperity for our peoples, while serving as a linchpin for the regional and global order. Above all, we are united in our determination to reinvigorate and modernize our ties for a new era.”
