Towards the Next 70 Years of the U.S.-ROK Alliance

2020 was a special year for the Republic of Korea, the United States, and the UN Sending States as we commemorated the 70th anniversary of the start of the Korean War. This important milestone gave us all an opportunity to reflect on the rich and compelling history of our Alliance -- forged in the crucible of war, our Alliance is the linchpin of stability and security in East Asia.
This extraordinary alliance relationship is not static, however; the U.S.-ROK Alliance has transformed into a multi-faceted relationship including trade, people-to-people ties, and cooperation across a broad range of disciplines.
Then-Candidate Joe Biden recognized as much in his October 29 Op-Ed to Yonhap news: “out of the ashes of war, South Korea has shown the world the ‘miracle of the Han River,’ becoming a shining example of a flourishing democracy and economic powerhouse. It has been a global leader in the fight against COVID-19; and a strong ally in the region, to advance our shared prosperity, values and security, and to meet global challenges.”
After the challenges and trauma of 2020, there are welcome signs that 2021 looks to be an auspicious year for the entire world. The U.S.-ROK Alliance will be a major force contributing to that positive future in 2021 and beyond.
First and foremost in people’s minds is COVID-19. The successful development of vaccines and their distribution later this year bodes well for Korea, the United States, and the entire world. We still have a ways to go in that space -- until then, we will continue to follow the advice of our leading scientists, including both KDCA Commissioner Dr. Jeong Eun-kyeong and National Institute of Allergy and Infectious Diseases Dr. Anthony Fauci, who spoke last month -- but there is hope on the horizon.
The U.S.-ROK strategic alliance, which now spans seven decades, continues to evolve, and grow as well. We work closely together at the highest levels on issues such as the defense burden-sharing Special Measures Agreement, and the future command structure of Korean and American forces here on the peninsula, a.k.a. through “OPCON Transition,” to ensure that they reflect the true nature of our co-equal partnership.
Outside of these Alliance management issues, our shared values and goals as free and democratic countries are self-evident. Our two countries stand together in diplomacy and trade because we believe in a rules-based system in which countries participate and benefit.
As we look to the future of this amazing Alliance, it makes sense that as our cooperation has expanded into new fields, it has expanded into new geographic areas as well. Whether it is anti-piracy operations in the Gulf of Aden, peacekeeping in hotspots around the world, or ensuring freedom of navigation in international waters, Korea and the United States work together to preserve and protect an international order that supports security and prosperity across the entire world.
The United States is an Indo-Pacific nation, it has been since the earliest days of our founding and always will be. This region is one of the greatest engines of global economic growth, now, and into the future. Five of the world’s top ten largest economies are found here: Korea, China, Japan, India – and of course, the United States. Prior to COVID, U.S.-ROK bilateral trade numbers were on a four-year increase, reaching a record $172 billion in two-way trade in goods and services in 2019, which is a very good news story.
The Indo-Pacific is of course an area of great importance to South Korea, which presents tremendous opportunities for cooperation. The ASEAN community is the fastest-growing economic zone in the world, and its members are major buyers of U.S. products. Korea, too, is a trillion-dollar economy, in fact the 9th largest economy in the world. President Moon’s “New Southern Policy” for expanding engagement with South and Southeast Asia under the pillars of “People, Peace, and Prosperity” comports well with our Indo-Pacific strategy, and it’s an area where our two nations can work closely as we move forward, together.
Finally, while our Alliance was formed for security, every element of this crucial relationship rests on a firm bedrock of people-to-people ties. Wether you’re looking at the 200,000 Americans who live and work in Korea, the over two million Korean-Americans who live and breathe the deepest truth of this partnership, the thousands of students who have studied, and will continue to study in the United States, the relationships between our people are the frame that gives this relationship the strength and flexibility it needs to flourish as we face the future together. Organizations like the Korea-America Friendship Society are a crucial component of the fabric of this relationship, serving as the ballast to keep our relationship always at an even keel.
Together. Moving forward. Those words permeate almost everything our two nations do. Over the last 66 years, our two countries have laid a strong foundation upon which we constructed an alliance and we’ve formed military, economic, scientific, and cultural connections that were once unimaginable. The coming decades will take us even further. Most importantly, however, we will take that journey, and face the future, together.

우리가 한국전쟁 발발 70주년을 기념했던 2020년은 한국, 미국, 유엔군 파견국에게 특별한 해였습니다. 이처럼 중요한 이정표는 전쟁의 도가니 속에서 맺어진 한미동맹의 유구하고 강력한 역사를 돌아볼 기회를 주었습니다. 한미동맹은 동아시아 안정과 안보의 핵심축입니다.
하지만 이같이 특별한 동맹관계는 정지상태로 있지 않습니다. 한미동맹은 무역, 인적 관계, 폭넓은 분야에 걸친 협력이 포함된 다측면적인 관계로 변모했습니다.
지난 10월 29일 자 연합뉴스 기고문에, 당시 조 바이든 후보는 “전쟁의 잿더미 속에서 한국은 전 세계에 ‘한강의 기적’을 보여줬고, 번영하는 민주주의와 경제 강국의 빛나는 모범이 됐다. 한국은 코로나19와의 싸움에서 글로벌 리더가 돼 왔고 또 공동 번영과 가치, 안보를 증진시키고 국제사회의 도전에 대처하는 데 있어 이 지역의 강력한 동맹이 돼 왔다”고 썼습니다.
2020년의 도전과제가 충격을 뒤로 하고, 2021년은 전 세계에 상서로운 해가 될 수도 있다는 반가운 조짐들이 있습니다. 한미동맹은 2021년, 또 그 이후의 긍정적인 미래에 기여하는 강력한 힘이 될 것입니다.
사람들의 마음속에 가장 크게 자리 잡고 있는 것이 코로나19입니다. 백신의 성공적인 개발과 올해 보급은 한국, 미국, 전 세계에 좋은 징조입니다. 아직까지 갈 길이 남아있지만 희망이 보입니다. 그때까지 우리는 정은경 질병관리청장, 지난달 발언을 한 미국 국립알레르기∙전염병연구소 앤서니 파우치 박사를 포함한 양국의 저명한 과학자들의 조언을 계속해서 따를 것입니다.

이처럼 놀라운 동맹의 미래를 바라볼 때, 새로운 분야로 양국 협력이 확대되면서 새로운 지역으로까지 협력이 확장되는 것은 당연한 것입니다. 아덴만의 해적 퇴치 작전이든, 세계 분쟁지역의 평화유지 활동이든, 공해상에서 항행의 자유를 지키는 일이든, 한국과 미국은 전 세계의 안보와 번영을 지탱하는 국제 질서를 보존하고 보호하기 위해 함께 일하고 있습니다.
미국은 건국의 초기부터 인도·태평양 국가였고 앞으로도 계속 그렇습니다. 이 지역은 현재 세계 경제 성장동력 중 하나이며 미래에도 그러할 것입니다. 세계 10대 경제국 중 다섯 국가가 이 지역에 위치하고 있습니다. 한국, 중국, 일본, 인도 그리고 미국입니다. 코로나 이전에는 한미 양자 교역이 4년 동안 증가하여 2019년 상품 및 서비스 양자 교역은 1,720억 달러라는 기록을 세웠습니다. 매우 좋은 소식이었습니다.
인도·태평양은 엄청난 협력의 기회를 제공하는 한국에게도 무척 중요한 지역입니다. 아세안은 세계에서 가장 빠르게 성장하는 경제지대이고, 회원국들은 미국 제품의 주요 수입국들입니다. 1조 달러 규모의 경제를 자랑하는 한국도 사실 세계 9위의 경제국입니다. 사람, 평화, 번영이라는 기치 아래 남아시아, 동남아시아와의 협력을 확대하는 문재인 대통령은 신남방정책은 미국의 인도·태평양 전략과 잘 어울리며, 양국이 함께 나아가면서 긴밀히 협력할 수 있는 분야입니다.
마지막으로, 한미동맹은 안보를 위해 만들어졌지만, 이 중요한 관계의 모든 요소는 탄탄한 인적 관계하에 놓여있습니다. 한국에서 살면서 일하는 20만 명의 미국인이나, 양국 파트너십의 핵심 속에 살고 있는 200만 명 이상의 한국계 미국인이나, 미국에서 유학했고 앞으로 유학할 수천 명의 학생들이나, 인적 관계는 바로 우리가 미래를 맞이하고 관계가 번창하는 데 필요한 힘과 유연성을 제공하는 틀이라고 할 수 있겠습니다. 한미우호협회와 같은 단체는 이러한 관계의 핵심적 요소이고, 양국의 관계가 순탄하도록 중심을 잡아주고 있습니다.
함께 전진한다는 말은 양국이 하는 거의 모든 일에 스며있습니다. 지난 66년 동안 우리 양국은 동맹을 세울 수 있는 튼튼한 초석을 마련하고, 한때는 상상할 수 없었던 군사∙경제∙과학∙문화 부문의 관계를 만들어왔습니다. 앞으로 우리는 더 나아갈 것입니다. 하지만 가장 중요한 것은 우리는 그 여정을 함께 하고 미래를 맞이할 것이라는 점입니다.
